The Penobscot Nation’s Tribal Administration is comprised of six (6) administrative departments. The primary function of these departments is to provide administrative support for the delivery of program services. Following is a listing of the Penobscot Nation’s administrative departments:
Finance
The Finance Department's primary responsibilities include all aspects of financial management including planning, control, reporting, accounting, and data processing. The Finance Department financial operations include the coordination of all activities relating to payroll, accounts payable, general ledger maintenance, cash flow analysis, internal and external financial reporting, planning and coordinating annual audits. The Finance Department also comprises Information Systems which plans and implements all aspects of computing and telephony including application development, hardware, software, and networking.

Grants & Contracts
The Grants/Contracts primary responsibilities include the development and maintenance of centralized contract/grant files, providing assistance to departmental directors in the overall management of their programs, processing grant/contract awards/modifications, acting as tribal liaison for tribal, state, and federal funding agencies, and conducting financial and programmatic compliance activities for all state, federal, and tribal programs. Additionally, the Grants/Contracts Department is responsible for the preparation of the Annual Indirect Cost and General Fund Operating Budgets.

Personnel
The Personnel Department’s primary responsibilities include formulating policies relating to the personnel administration of the Penobscot Nation including employee recruitment, selection, training, development, retention, promotion, compensation, benefits, labor relations, and occupational safety.

Maintenance/Public Works
The Maintenance Department’s primary responsibilities include the management, custodial, and maintenance activities of tribal buildings, equipment, and property. Maintenance Departmental activities include planning, assigning, and monitoring day to day custodial activities, procurement and maintenance of custodial supplies and equipment, maintaining all electrical, plumbing, and heating systems, snow removal, landscaping, and planning and estimating costs of proposed rehabilitation projects

Legal Department
The Legal Department’s primary function is to review questions that require legal and administrative definition or interpretation in contracting, making agreements and other documents regarding laws applying to inter and intra relations with private and public entities as well as clarification of in-house issues for the Chief Executive Officer, Council, Tribal Departments or staff.

Department of Natural Resources
The Department’s primary function is to protect and preserve the lands and waters of the penawahpskewi. Professionally staffed Water Quality, Fisheries, GIS, and Air Programs work to protect and preserve the health of our people as well. DNR works with National, Regional, State, and Local agencies to meet its objectives.
